Locked month

• The cost avoidance values were manually entered or
• The values were set from the data conversion process from the desktop application.

In either case, you do not want subsequent processor runs to alter the cost avoidance values.

Locked months are not re-processed unless you release the lock for that meter for that month. There is no global lock release feature.
